This description is intentionally verbose to trip the skill budget check in tests. It rambles about everything the skill could conceivably do, in great detail, repeating itself the way real-world skill descriptions unfortunately tend to do when authors try to force triggering by stuffing keywords into the description field instead of trusting the body.
